Yes. The inspection happens where the car already is, whether that is a franchised dealer, an independent lot, a private seller's house, a storage facility, or a collector garage.
That matters for two reasons. You get to inspect the car in its normal environment, and you do not lose time trying to coordinate a third-party shop before you even know if the deal is worth that effort.
If the car is a little outside the core service area, send the location anyway. It is better to look at the logistics first than rule it out from the start.
